The Markup Validation Service is a validator by the World Wide Web Consortium (W3C) that allows Internet users to check HTML and XHTML documents for well-formed markup. The W3C is offering a number of tools to help you check documents (CSS, RDF, P3P), find broken links in your Web pages, and so on. This validator can process documents written in most markup languages.

In my point of view W3C means World Wide Web Consortium, It checks all codes according to rules.

W3C stands for the World Wide Web Consortium who are the recognized standards organization for the world wide web. These standards are then used to help guide web developers and browsers to develop code that lives up to certain standards.
