According to my kknowledge Keyword stuffing is a SEO technique. It occur when the web page loaded in meta tag. But we are not lot of uses today's scenario for this technique.

 

This is one of the reasons why Google no longer looks at keywords for indexing websites. They now look at (text) content and quality. This may work with some of the lesser search engines but most people these days use Google, Bing, Yahoo, Dogpile and perhaps a few others.

 

Keyword Stuffing means excessive use of word or keyword in a single web page.it is bad technique for getting results.Always preferred 2-3 % word or keyword in a single web page.

Keyword stuffing means when a web master uses too many keywords in an article or blog to get good ranking in search engines. Keyword stuffing is an unethical process of SEO.
