Hi, .Jobs domain names are different to the standard .com's e.t.c and therefore you need to be verified for approval by Employ Media.. see the following link for details.. https://www.godaddy.com/tlds/jobs.aspx not all domain names are approved instantly.

There is a non refundable application fee to process .jobs domain names due to the requirement of verification process with Employ media. This is why you was refunded a lower amount that the original price.

Well, you can transfer your domain name to any other registrar that you like. (thats if your domain name is already registered)

But you have to keep in mind a few things:
    • Tell to your registrar that you're going to move your domain away to a new provider
    • To have in hand your EPP code, that is an alphanumeric+symbol code (example: z12.m~)
    • To have your domain name unblocked, ready to be transferred (the status muts be: OK, you can check it here: www.who.is)
    • That the registrar contact of the domain name must be: you or your company
    • Put special attention that the registrar and administrative contact are set to you or your company and that the email address on both is one that you can check, because an email for the authorization of the transfer is going to be send to that email address.
    • The transfer process could take up to 5 days to be completed (that's if you follow the steps that your new provider tells you and if your domain name provider lets you transfer the domain name, some tend to put things a lil bit difficult but they have to let it go)
    Hope this helps you

That happenede because you didnt meet all the requierements to register a .pro domain name. It have its own rules and must be followed. Plus as Support@Zappivo said theres an adminsitrative fee.

My advice is always to check the domain name requierements and specifications before trying to register it.
